Building Condition Surveys
NYS Education Department (NYSED) requires all facilities in a district to be reviewed by an Architect or Engineer every 5 years.
Building Condition Surveys (BCS) should always include assessments of technology and security systems in the facilities and across the campus. Network (IP) infrastructure supports all building technologies and security systems and is critical to the educational and operational function of the school facilities. Significant capital improvements can be associated with these systems and should be included in all BCS and Five Year Planning Reports.

PROJECT MANAGEMENT
ECC’s project management services focus on meeting our clients’ goals to develop short and long-term technology and security plans. These plans provide detailed scope, budget analysis, and options for phased construction to maximize the value of legacy systems and responsibly implement new technology. Our detailed project management services range from technology and security systems to operational and organizational analysis of technical environments.
DESIGN
ECC has an extensive history in the design of numerous technology and communication systems. From public address and mass/emergency notification systems to security and video surveillance systems, network services, and telephone and unified communication systems, ECC has the experience and professionals necessary to meet our clients’ needs. In addition to designing the systems themselves, we are also experts in designing all the cabling and wireless infrastructure necessary to support these systems, meeting or exceeding all EIA/TIA standards.
PROCUREMENT
ECC utilizes a variety of procurement methodologies including public bid or RFP, NYS OGS contracts, and other contract vehicles. Our project budgets are first established in the planning stage and refined through the design phases so our clients know the resources necessary for a successful implementation.
IMPLEMENTATION
ECC acts as the owners’ representative with all vendors and service providers as systems are installed and activated over the course of a project. We work with architects, engineers, and customer support organizations to develop bid packages containing drawings and specifications and project manage the installation through closeout. Throughout the projects we oversee, ECC responds to contractor and owner questions and reviews the installation for completeness and adherence to contract documents.
